Building Cost & Management Consultants (BCM) was established in 1974 with the vision of providing professional services in quantity surveying, cost management, and construction consultancy.
Over the years, the firm expanded its capabilities to include project management and dispute advisory services, enabling us to offer comprehensive consultancy solutions for the construction industry.
In April 1996, the firm was incorporated as BCM Consultants Pte Ltd, strengthening its corporate structure and positioning itself to better serve both government agencies and private sector clients.
Today, BCM continues to be recognized as a trusted professional partner in the built environment, having successfully contributed to hundreds of projects across Singapore.

Mr Jerome Chung Soon Lum
Managing Director
Mr Jerome Chung has over 50 years of experience in the construction industry. His career spans structural consultancy, contractor organizations, and government agencies including the Sentosa Development Corporation.
He has extensive experience in cost planning, tender documentation, variation claims, and final account settlements. Throughout his career, he has worked with numerous public and private sector organizations including Far East Organization, Urban Redevelopment Authority, National Parks Board, Singapore Tourism Board, Housing Development Board, and various government ministries.
Ms Alice Kuek
Executive Director
Ms Alice Kuek joined BCM Consultants Pte Ltd in 2016 and heads the litigation and dispute resolution division. She works closely with clients and legal professionals in evaluating construction claims, reviewing contract documentation, and supporting dispute resolution processes.
With experience in corporate restructuring and mergers & acquisitions, she also oversees the company’s operational management, administration, recruitment, and staff development.
Mr Edward Chung Keng Hou
Associate Director
Mr Edward Chung joined BCM Consultants Pte Ltd in 2021, and head of Quantity Surveying and Project Management division. He is currently the Partner of BCM Consultants.
He has extensive experiences in both pre and post contract administration, all relating to Quantity Surveying Services. He also provide professional full-fledged project management consultancy service under Project Management Department.
